The CIT Management Committee appointed Dr. Rod Dobell,
Emeritus Professor of Public Policy, University of
Victoria, as Peer Review Chair. Dr. Dobell was independent
of the Management Committee
and not otherwise connected to the CIT or any of
its projects.
The CIT Peer Review Chair provided guidance
to reviewers through clear CIT policies for reviewers
and ensured that reviews were
timely and completed through the following process:
- Peer reviewers were solicited by the Peer Review
Chair, and chosen according to the following criteria:
a)
recognized authority in, or major contributor to,
the field concerned;
b) knowledge of the CIT region
(B.C. Central and North Coast and Haida Gwaii/Queen
Charlotte Islands);
c) independence from members of
the CIT Management Committee, CIT Secretariat, and
CIT project teams;
d) no personal financial interest
in the outcome of the review.
For each CIT project,
if it was not possible to find two reviewers that
satisfied criteria (a) and (b), an attempt was made
to find one reviewer that satisfied (a) and one
that satisfied (b). All reviewers were required to satisfy (c)
and (d).
- The Peer Review Chair documented his
selection of peer reviewers and their
expertise and qualifications for the CIT Management
Committee.
- Peer reviewers were provided
with project document(s) for review, CIT context
information (including terms of reference and relevant
background reports), instructions,
and
a timeline for peer review.
- Peer
reviewers sent their comments to the Peer Review
Chair, who forwarded them to the CIT Secretariat
for distribution to the Project Leader.
- The Project Leader provided a
letter identifying how peer
review comments were addressed, and a final revised
project report incorporating
changes, to the CIT Secretariat and CIT
Management Committee.
- Peer review comments, author responses to peer review
comments, and final reports were posted
to the CIT Website.
