The purpose of the economic gain spatial analyses (EGSAs) was to identify priority areas for economic development. Five sectoral analyses were undertaken:
Each sectoral analysis identified and mapped sites of actual or potential economic gain. Since the gain was dependent on the characteristics of the sites, as well as assumptions about how the gain was to be obtained, where possible one or more economic gain scenarios were defined for each sector. The scenario included assumptions about products, markets, and investments. It specified the type, potential size, and structure of the gain, what was required to realize the gain, minimum levels for the activity to be economically viable, and maximum levels at which it was sustainable.
