The purpose of ecosystem-based management (EBM) is to achieve healthy ecosystems and healthy human communities. The CIT EBM Framework is intended to guide the implementation of EBM across sectors and within sectors by providing strategic direction and implementation procedures and tools. In general terms, the EBM Framework consists of a definition and statement of purpose, strategic direction in the form of substantive goals and objectives and procedural principles, and implementation tools and procedural steps to achieve the strategic direction. Developing the EBM Framework The EBM Framework was developed by an EBM specialist group consisting of experts in terrestrial ecosystems, marine ecosystems, human (socio-economic) systems, integration of socio-economic and environmental factors, adaptive management, and practical application of EBM at different scales. The specialist group was assisted by a reference group drawn from the teams working on CIT products and associated pilot projects: Ecosystem Spatial Analysis (ESA); Economic Gain Spatial Analysis (EGSA); Cultural Spatial Analysis (CSA); Wellbeing Assessment (WA); Hydroriparian Planning Guide (HPG); Gitgaat and Kitasoo/Xaixais Pilot Project.
